Hank Gutman Appointed as NYC Transportation Commissioner

Mayor Bill de Blasio on Wednesday appointed Henry (‘Hank’) Gutman as New York City’s next Commissioner of the Department of Transportation (DOT), just days after announcing an unprecedently ambitious agenda for 2021 in his annual State of the City address. Gutman, who serves as Chair of the Brooklyn Navy Yard and serves on the Board of Brooklyn Bridge Park, was a member of de Blasio’s BQE Expert Panel in 2019 and 2020. Read More >>

H&H welcomes Norman Schips, PE, as Area Manager in New York’s capital district. The longtime NYSDOT employee was most recently Acting Director of the Project Management/Alternate Project Delivery Office, delivering more than $2 billion in project value. He will focus on design-build and owner’s engineer project pursuits throughout New York as well as strategic planning as we build H&H’s presence in the Albany area. Read More >>

Buttigieg Confirmed as Transportation Secretary

The Senate on Feb. 2 approved Pete Buttigieg as the nation’s 19th U.S. transportation secretary.

Buttigieg will oversee the transportation department’s 55,000 employees, including agencies such as the Federal Motor Carrier Safety Administration, National Highway Traffic Safety Administration, and the Federal Highway Administration. He's largely expected to work with Congress to push the Biden administration's infrastructure priorities and on the reauthorization of surface transportation law. During his confirmation hearing, his remarks focused on safety and infrastructure. Read More>>

FHWA Offers Highway Construction Workforce Development Grant

The Federal Highway Administration (FHWA) is offering $4 million to help state transportation departments develop work groups and best practices for the Highway Construction Workforce Partnership (HCWP). The application deadline is Feb. 22. Read More>>

NYSLTAP-CLRP Topical Tuesday Series

Cornell Local Roads Program will be hosting a series of free webinars every Tuesday from 9:00 a.m. to 10:00 a.m. Each webinar will focus on a particular topic for the local highway and public works community.  

February 9 - Controlling Potential Drainage Problems
Presented by NYSLTAP - CLRP Director David Orr, P.E.

The key to good roads is drainage. The key to good drainage is controlling potential drainage problems before they become serious. In this session, David will cover the most common drainage problems on highways and offer some simple solutions.

February 16 - Application Rates for Snow and Ice Chemicals
Presented by NYSLTAP - CLRP Circuit Rider Jim Craw

During the winter, we use salt and other chemicals to help with snow and ice control operations. We need to use the correct amount of chemicals to improve safety without creating an environmental hazard. During this webinar, Jim will provide basic information on setting application rates for your snow and ice control chemicals.

February 23 - Be Careful Out There: Keeping Everyone Safe in the Work Zone

Work zones are inherently a dangerous place because we have workers, vehicles and heavy equipment interacting in unexpected ways. Keeping everyone safe requires involvement of the entire crew to develop good traffic control plans. In this interactive session, David will help you develop traffic control plans for your work zones.

Agencies that get federal aid are sometimes blindsided by the requirements in the federal process. There are certain critical steps needed to make a federal aid construction contract work. In this one hour webinar, David will give you some of the basics and help you understand and start on the journey to successful construction contract administration using federal dollars for your local projects.

The program will review How to Handle an OSHA Inspection and review the steps and processes in an OSHA Inspection on your jobsite, what to do when OSHA knocks on the door from beginning to end, and how to contest a citation if you receive one.

FHWA Value Capture Strategies Webinar Series

FHWA is hosting a series of Value Capture Strategies webinars beginning in March 10, 2021. The webinar series will detail the Value Capture techniques promoted in the Federal Highway Administration’s Every Day Counts (EDC-5) initiative. This year’s series focuses on the intersection of Innovative Finance and Innovative Project Delivery Tools.
